Warehouse fire safety management rules
Chapter I General Provisions
Article 1 in order to strengthen the warehouse fire safety management and protect the warehouse from fire hazards, these rules are formulated in accordance with the relevant provisions of the fire control regulations of the people's Republic of China and its implementation rules
Article 2 the fire safety of warehouses must implement the policy of "prevention first, prevention and elimination combined", and implement the principle of who is in charge and who is responsible. The fire safety of the warehouse shall be in the charge of the unit and its superior competent department
Article 3 the fire control supervision institution of the public security organ at or above the county level shall be responsible for the supervision of these rules
Article 4 these rules apply to all kinds of warehouses, stacks and freight yards for storing goods operated by the state, collectives and individuals
warehouses for storing gunpowder, explosives, initiating explosive devices and military materials shall be implemented in accordance with the relevant provisions of the state
Chapter II Organization and management
Article 5 the architectural design of new, expanded and reconstructed warehouses to avoid electric shock shall comply with the relevant provisions of the national code for fire protection design of buildings, and shall be reviewed by the public security fire protection supervision institution. When the warehouse is completed, its competent department shall conduct acceptance in conjunction with the public security fire supervision and other relevant departments; Those that fail to pass the acceptance shall not be delivered for use
Article 6 the warehouse shall determine a main leader as the person in charge of fire prevention, who shall be fully responsible for the fire safety management of the warehouse
Article 7 the person in charge of warehouse fire prevention shall have the following responsibilities
I. organize the study and implementation of fire protection regulations and complete the fire protection work deployed by the superior
II. Organize the formulation of safety management and duty patrol systems for power sources, fire sources, inflammables and explosives, and implement the level by level fire prevention system and post fire prevention system
III. organize fire protection publicity, business training and assessment for employees to improve their safety quality
IV. organize fire prevention inspection to eliminate fire hazards
v. lead full-time and voluntary fire brigades and full-time and part-time firefighters to formulate fire-fighting emergency plans and organize fire fighting
VI. regularly summarize the fire safety work and implement rewards and punishments
Article 8 national reserves and professional warehouses shall be equipped with full-time fire-fighting cadres; Other warehouses can be equipped with full-time or part-time firefighters with tight space between the front chuck seat and the oil cylinder as required
Article 9 national reserves, professional warehouses and other large warehouses with high fire risk and far away from the public security fire brigade shall establish full-time fire brigade in accordance with relevant regulationsArticle 10 all kinds of warehouses should establish voluntary fire-fighting organizations, conduct regular business training, and carry out self-defense and self rescue work
Article 11 the determination and change of the person in charge of warehouse fire prevention shall be filed with the local public security fire prevention supervision institution; For the allocation and replacement of full-time fire-fighting cadres, personnel and full-time fire captains, the opinions of the local public security fire-fighting supervision institutions shall be solicited
Article 12 warehouse keepers should be familiar with the classification, nature, storage business knowledge and fire safety system of stored items, master the operation, use and maintenance methods of fire-fighting equipment, and do a good job in fire prevention of their posts
Article 13 new warehouse employees shall be trained in warehousing business and fire control knowledge, and can only work after passing the examination
Article 14 the warehouse shall strictly implement the night duty and patrol system, and the shift leaders shall carefully inspect and supervise the implementation
Chapter III storage management
Article 15 according to the provisions of the national code for fire protection design of buildings, the goods stored in the warehouse are divided into five categories: A, B, C, D and e according to the fire risk degree (see the attached table for details)
Article 16 items stored in the open air shall be classified, stacked, grouped and stacked, and necessary fire separation shall be reserved. The total reserves of the storage yard and the fire prevention distance between the storage yard and buildings must comply with the provisions of the code for fire protection design of buildings
Article 17 class A and class B barreled liquids should not be stored in the open air. When they must be stored in the open air, cooling measures must be taken in hot seasons
Article 18 inventory items shall be classified and stored in stacks. The floor area of each stack shall not be greater than 100 square meters, the spacing between stacks shall not be less than 1 meter, the spacing between stacks and walls shall not be less than 0.5 meters, the spacing between stacks and beams and columns shall not be less than 0.3 meters, and the width of main channels shall not be less than 2 meters
Article 19 class A and class B goods and general goods, as well as goods that are prone to chemical reactions with each other or different fire-fighting methods, must be stored in separate rooms and warehouses, and the name, nature and fire-fighting method of the stored goods must be clearly marked in an eye-catching place
Article 20 articles prone to spontaneous combustion or decomposition in water must be stored in places with low temperature, good ventilation and dry air, and special instruments must be installed for regular detection to strictly control humidity and temperature
Article 21 items shall be checked by a specially assigned person before being put into storage. Only after confirming that there are no hidden dangers such as kindling, can they be put into storage
Article 22 the packaging containers of class A and class B items should be firm and sealed. In case of damage, mutilation, deformation and deterioration of the items, as a whole, decomposition and other conditions, they should be handled safely in time to strictly prevent escape, emission, dripping and leakage
Article 23 used oil cotton yarn, oil gloves and other oil stained fiber items as well as combustible packaging should be stored in a safe place and handled regularly
Article 24 when it is necessary to heat the warehouse due to antifreeze, water heating should be used, and the distance between the radiator, heating pipe and the stored items should not be less than 0.3m
Article 25 offices and rest rooms are not allowed in the warehouses of class A and class B goods. When it is necessary to set up offices in other warehouses, buildings with class I and II fire resistance rating without holes can be set up close to the corner of the warehouse, and their doors and windows lead directly outside the warehouse. The specific implementation should be approved by the local public security fire supervision organization
Article 26 the layout and storage category of warehouses storing class A, B and C items shall not be changed without authorization. If it is really necessary to change, it shall be reported to the local public security fire control supervision institution for consent
Chapter IV loading and unloading management
Article 27 all motor vehicles entering the reservoir area must be equipped with fire shields
Article 28 steam locomotive drives into the reservoir area
